All the operations, expansion and maintenance of Indian Railways fall under the domain of Ministry of Railways. It is also the world's seventh largest employer with close to 14 lakh employees.The Ministry of Railways had over-spent its allocated budget in eight out of the last 10 years. In the entire second term of former PM Manmohan Singh the ministry exceeded its budgeted allocation. While during PM Modi's tenure in two years, FY16 and FY18 respectively, the expenditure of railways fell short than the budgeted expenditure by 12 per cent and 17 per cent respectively.For the current fiscal an allocation of Rs 66,768 crore has been made towards the Ministry of Railways. It's also important to note that since FY13, the operating ratio of Indian Railways is falling. In FY13, to earn a rupee the railways was spending 90.2 paise which had increased to 98.4 paise in FY18.
Improving the state of agriculture in India is the responsibility of the Ministry of Agriculture. The ministry had been able to utilise its allocated budget in three out of the last ten years. The average budget utilization has been 97.8 per cent in the last ten years. Only in FY11, FY17 and Fy19 the expenditure of Ministry of Agriculture exceeded its budget allocation. For the current fiscal an allocation of Rs 1,40,763 crore has been made, which is 2.4 times the previous year's budget.
The main responsibilities of Ministry of Finance are to look after taxation, financial legislation, financial institutions, capital markets, finance of centre and state, and the Union Budget.In the last ten years, the Ministry of Finance had over-spent its allocated budget only twice - in FY16 and FY18 respectively. FY13 saw the lowest utilization of the budget at only 90 per cent of the allocated amount. For the current fiscal an allocation of Rs 1,021,725 crore has been made.
Defence Ministry's primary responsibility is to frame policy directions on defence and security related matters and communicate them for implementation.In the last seven out of ten years the Ministry of Defence had spent more than its allocation. The ministry breached its budgeted aloocation four times under former PM Manmohan Singh's second term and thrice under Pm Narendra Modi. For the current fiscal an allocation of Rs 4,31,010 crore has been made.
The Ministry of Road Transport and Highways is entrusted with the task of formulating and administering policies for road transport, national highways and transport research with an aim to increase mobility and efficiency of the road transport system in the country. In three out of the last 10 years the ministry had overspent its allocated budget. The total length of roads in India at the end of FY19 stood at 59,03,293 km, out of which 1,32,499 Km are national highways.Since Nitin Gadkari took over the ministry, 13,31,149 km of total roads have been constructed. Out of this 34,508 km of national highways have been completed. Because of the performance of the ministry, India has become the fastest highway developer in the world building 27 km of highway every day. The ministry has been allocated a budget of Rs 83,015 crore for FY20.
Located at the Rajiv Gandhi Bhavan at Safdarjung Airport, New Delhi, the Ministry of Civil Aviation is responsible for formulation of national policies and programmes for the development and regulation of the civil aviation sector in the country. In six out of the last 10 years the Ministry of Civil Aviation had overspent its budget - thrice under former PM Manmohan Singh's second term and thrice under PM Narendra Modi.Ministry of Civil Aviation has received an allocation of Rs 4,500 crore for the current fiscal year. The number of domestic passengers flown has more than doubled from 6.97 crore in FY15 to 14.03 crore in FY19. In the same time frame international passengers have increased 49.3% from 1.73 crore in FY15 to 2.58 crore in FY19.
The Ministry of Shipping comprises the shipping and ports sectors that include shipbuilding and ship-repair, major ports, national waterways, and inland water transport. The ministry spend its allocated budget only once in the last 10 years which was 103 per cent of budget allocation in FY19. In FY13 only 52.6 per cent of the budget allocated to Ministry of Shipping was utilised (lowest in last 10 years). However the traffic managed at ports witnessed a continuous decline between FY11 and FY13 from 57 crore tonne in FY11 to 54.5 crore tonne in FY13. However since Modi government came to power the traffic at ports have increased by 20 per cent since FY14 to 69 crore tonne.
The responsibility of public health and family planning lies with the Ministry of Health and Family Welfare. The ministry had over-spent its allocated budget in four out of the last 10 years. During PM Manmohan Singh's second term the ministry achieved its highest budget utilisation of 97 per cent. However under Narendra Modi, in four out of five years the utilisation was above 100 per cent. For the current fiscal an allocation of Rs 63,298 crores have been made for Ministry of Health and Family Welfare.
Ministry of Housing and Urban Affairs is responsible for formulation and administration of the laws and regulations relating to housing and urban development in India. The ministry spent the entire allocated budget in only four out of the last 10 - twice under Modi and twice under Manmohan Singh. For the FY20 the ministry has been allocated Rs 48,032 crore.
Formerly known as the Ministry of Education, its primary responsibility is the development of human resource in India. The ministry fully had utilised the allocated budget only twice in the last 10 years, namely in FY11 and in FY18. Lowest utilisation of the allocated budget to the ministry was during FY15 when only 83 per cent of the budgeted amount of was utilised. For the current fiscal an allocation of Rs 93,847.6 crore has been made to the Ministry of Human Resource Development.
