A leaked Intelligence Bureau report in June accused 'foreign funded' NGOs of running campaigns which retarded India's GDP growth. While the link between foreign funding of NGOs, agitational politics and policymaking is a tenuous one, there is no doubt that such funding has been growing. A closer look.
